The official description:
できた当時は新しい坂の意味だったが開かれたのは古く元禄十二年(1699)である。しんさかとも発音する。
The name stems from the newness when it was built, but that was long ago, in the twelfth year of the Genroku Era (1699). Also pronounced Shin-saka.
Unofficial explanation:
The rise begins at Aoyama Boulevard (青山通り, Aoyama Doori) next to the Canada Embassy (カナダ大使館, Kanada Taishikan), and drops straight down into the same neighborhood business district as Inari Rise. [Photo from top of rise and of Canada Embassy.]
This area was named New Rise District (新坂町, Shinzaka-chou) until the early 1970s' town reorganization. [Photo from bottom of rise.]
Towards the bottom of the rise is the headquarters for Univeral Music Japan (ユニバーサルミュージック株式会社, Yunibaasaru Myujikku Kabushikigaisha), as the sign to the left indicates. Minato Ward, and the Akasaka area in particular, houses an astounding number of big-name record companies, movie studios, radio stations, television production houses, and talent management companies.
Barely visible in the edge of the previous picture is a tiny pocket park at the bottom of the rise. It's just big enough for a mini-rise with stairs, and a surrounding row of trees and bushes. Maybe it's New New Rise?
